We are pretty close to digging and harvesting. My understanding is that the PHI is related to when the crop is harvested (combining) and not digging and vine inversion. At this point, unless you will be picking peanuts November 1, the only herbicide that can be used legally is Aim as a harvest aid. The only time I have seen that treatment be of value is if you have a really high population of morningglory. The application needs to go out no sooner than a week before digging (if it is applied much earlier than this you could get a yield hit.)

PHIs for fungicides are much closer to harvest. The vast majority are 14 days. Notable exceptions that have a longer PHI are Alto (30 days), Approach Prima (30 days), Convoy (40 days) and Omega 500 (30 days.)  Sulfur has a 0 day PHI.

From a spider mite standpoint, Portal has a 1 day PHI while Comite, Danitol and Brigade have 14 day PHIs.
